GI JDM rear bumper

I have a bumper that got replaced from an accident. Right now it is WW. My friend that works at a body shop is going to fix a few small things. The bolt holes need to be closed up. The pass side needs to be molded a shade. He said he can primer it or paint it whatever color you would like for extra.
I was thinking around 400-500 depending on if you would like primer or painted.

How does he plan on closing up the bolt hole? I have one hole on a bumper with a similar issue and was just wondering...
