I got a quote for less than what you have in mind for the same head. Please dont take me wrong. Just sharing.
Im completly strapped on cash otherwise would have made an offer, just got a jam 2.3l short block and BR GT37r kit plus a power pfc n injectors.
Thats the reason what brings me back to this post.

 

well if you can get a brand new Cosworth head for less than $3,500 you'd be crazy not to buy it!
