all greddy,hks.... catbacks come like that, they fit the 3 inch downpipes with no problem , regarding power i don't think a 2inch section where it necks down do 2.5 inches will take more than 3 hp of your performance.

The neck-down's will hurt performance as it'll create a bottle-neck point for back-pressure to build up at... how much it'll hurt, I'm not quite sure.
However, it's *very* simple to correct the situation... any local exhaust shop can cut that flange off and weld on a 3" flange for a decently cheap price. I know this because I have to do the same thing with my exhaust.

this exhaust has no rust and has not seen snow or snow melting chemicals, it never was driven out side Louisiana, and it has been twice to Dallas and it was during the summer.
