call the guy that hit you if he is going to pay the estimate cash
if no ==> call your insurance company and make a claim on his policy
if yes ==> call your insurance company and ask them if they have record of the collision, and tell them to close the claim file/you will handle it privately (no ones premiums will go up)
either way call and find out what the hell is going on, you can even ask your insurance company what your options are in greater detail
