He had previously responded to me that he had resent the parts. I have received no word after this despite letting him know that failure to supply confirmation will result in the loss of his account, meaning permoban. Since this was a private matter, it would not affect norco, although they would need a new site representative. They are however up for renewal today

File your claim... however, he has no $$$ in there and theres no buyer protection with these purchases from him.

Btw... has anyone called Norco? I called and asked for a manager... i told the floor manager the situation and was told pretty much oh well... and that if they would help, i'd get a call back. This was 5 days ago.

Use a credit card. even with Paypal. Amex in my experience has the best customer support.

I'm thinking that seeing as though this dude was representing Norco on here, there might be a chance to go after Norco itself. I think it would depend on how he represents himself in his sig etc.. If it's all about Norco, I think it might work.
Karma could reach out and touch them, too.

Charles...I appreciate your efforts to resolve this matter however I received no parts, tracking number or additional correspondence from the seller since I started this thread. So at this point I'm officially considering this a case of theft. I would advise others to do so as well and act accordingly. I've notified my bank, given a description of the incident, disputed the charge and identified the seller and his employer. Although unlikely, if my bank finds in favor of the seller I'll contact the Norco police department to report the theft.

thanks for sahring man. Usually paypal makes you wait a certain number of days when you file a claim and then they refund the money, but paypal does take forever :P

PayPal already closed the claim. The found in my favor. He just doesn't have any money in his PayPal account that could be used towards a refund...

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal.
