Who has a wideband that reads below 10:1?
forced induction running e85 *may* produce equal/more power.
But in NA applications it will produce less power. When you inject 27% more fuel That takes up room that would have been air.its not gonna produce 27% more air as well from evaporation.
Fuel without air is useless.
Now when you can compress more air into the intake track, that is a different storry.. Do you or anyone have any information/dyno sheets from a boosted car?

yes the process is the same for E95
also the WBo2 will read AF correctly, however you need to realize that stoich for E85 is 9.96 so the voltage the sensor out puts at 14.7 on gas will = 9.96 on E85, you need to adjust the scale of the out put
as far as NA making more power. Infact at school I converted an engine to run on E85 and dynoed 2.5% more hp from the fuel change alone(turbo will be much higher with increased boost and timing).
It is possible becasue E85 is actually 33% oxygen by weight, thus providing enough air for combustion.
This is because of the increased latent heat of evaporation, denser charge and higher resultant IMEP. If you still question me look up a SAE paper on this done by FORD, they claim 5% NA from the switch.
